Armour reduces the damage a commander or other unit takes.
The formula used is:
damage_reduction = 1 - 40 / (40 + armour)
For example when a commander has 40 armour, damage reduction will be 0.5 (=50%). So he will be able to take twice the damage before dying. This is the same amount as a commander with 0 armour, but double health. So we can say 40 armour is like 200% effective health.
